A total of 1,667 square feet of plantings for the site is required <br />based on this provision. The applicant has proposed 4,261 square feet of perennial plantings, or <br />25.6 percent of the total landscape coverage area. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Planting Islands <br />The Zoning Code requires that ten percent of a parking area be occupied by planting islands that <br />include one tree and are a minimum of 150 square feet in size. The approved Master PUD <br />provides for 9.5 percent planting island coverage across the entire shared parking area for the <br />retail center. No additional planting islands are required for the Phase III development under the <br />approved Master PUD. <br /> <br />Tree Selection <br />The proposed Autumn Blaze Maple, Greenspire Linden, and Snow Crab trees are appropriate for <br />urbanized locations and should grow well in their proposed locations. <br /> <br />B. Lighting – Section 1325.05, Subdivision 3 <br /> <br />The Zoning Code requires lighting to be arranged to direct light away from adjacent lots and <br />public streets. The source of illumination must be hooded, concealed, or controlled so that only <br />the intended site is illuminated. A Lighting Plan for the entire retail center was approved in <br />Planning Case 09-011. The plan includes parking lot lighting and pedestrian and landscaping <br />ornamental lighting along common walkways. In the project narrative, the applicant notes that <br />the overall site lighting will provide most of the exterior lighting needed for the Tavern <br />Restaurant. <br /> <br />The lighting proposed for the Tavern Restaurant is primarily accent lighting: bollards would be <br />used to provide additional illumination at the entrance; decorative lighting would be mounted on <br />the stone piers around the outdoor patio area to illuminate this space; and uplighting along the <br />west and north building walls would highlight the stone accenting. The architectural plans <br />included in Attachment E indicate the location and design of the accent lights, which would <br />conform to the Zoning Code requirements. Staff did not request a photometric analysis at this <br />time because only minimal accent lighting is proposed and the site is at a substantially lower <br />elevation than Lexington Avenue.
