Sidewalks and pedestrian circulation are similar, <br />including the 6’ public sidewalk reconstruction along Lexington Avenue. <br />It is noted that the Fall of 2015, Frattallone’s is planning construction of their Garden Center <br />improvements, along with related Arden Plaza LLC implementing their parking lot island and sidewalk <br />additions. <br />Grading, Erosion Control Plan, and Stormwater Design <br />Grading and erosion control is similar to the PUD. The reduced building foot print has allowed most of <br />the grade transition to be sloped, with a retaining wall(and ornamental fence as required) along the east <br />side. Rice Creek Watershed District(RCWD) has indicated that new storm water requirements have been <br />implemented in December of 2014 and that the site has to conform to the new rules, thus the existing <br />rain garden systems may not be adequate. New rain gardens along the east and north sides of the site <br />has been added to address some of the new requirements. Application for RCWD approval and permit <br />will be submitted during a similar time frame as with the City’s submittal. The Reciprocal Easement <br />Agreement and related Maintenance Agreement defines shared storm water use and maintenance <br />responsibilities. <br />Utilities <br />Utilities for the site are similar to the PUD. Water and sanitary stubs are already provided on the north <br />end of the property and the existing 27/30” trunk storm sewer will be located outside the proposed <br />building area, which will also require the related storm sewer easement to be modified. Other utilities, <br />like gas, electric, telephone, etc are in the area and final location will be coordinate the utility providers. <br />Landscaping <br />The site will be lawn grass along the perimeters, along with a nice design of perennial and shrubs in the <br />rain gardens and building/patio perimeter. The trees match the PUD, with 6 shade trees along the south <br />main driveway, 3 shade trees along the east perimeter, and 8 ornamental trees along the west and <br />north sides of the building. <br />Building and Use <br />The proposed use is a sit down restaurant, currently proposed to be named The Tavern Grill. This is an <br />upscale restaurant and bar, open for lunch and supper during the hours of 11:00am-12:00midnight, <br />serving salads, steaks, pasta, shrimp, chicken, burgers, sandwiches, flatbread pizza, and other items. It <br />will have 256 permanent seats, and an outdoor patio with approximately 106 seasonal seats. <br />The building is a one story, multi-height, flat roof structure reaching 24’ to the top of the highest <br />parapet, along with an entry tower with a pitched roof slightly above. The perimeter of the dining <br />section has a lower sloped canopy roof to provide sun relief and an open concrete patio with accent <br />beams and columns surrounded by ornamental fence and columns, along with a two sided <br />indoor/outdoor bar. The building is about 9,460sf with an interior trash room on the north end, with <br />the patio area being around 3,100sf.
