ARDEN HILLS CITY COUNCIL – AUGUST 10, 2015 2 <br /> <br />District, and MnDOT. The City of Mounds View and the School District had no comments on the <br />Comprehensive Plan Amendment. MnDOT had minor comments which will be forwarded to the <br />Metropolitan Council. <br /> <br />B. Joint Development Authority (JDA) Update <br /> <br />City Administrator Klaers reported that the JDA met on August 3, 2015. At this meeting the <br />JDA discussed the joint governance model with JDA Attorney Mike Norton. In addition, the <br />TRC and the CPA approval timeline were discussed. <br /> <br />C. Transportation Update <br /> <br />Public Works Director Maurer reported that 35W will be closed tonight between 10:00 p.m. <br />and 5:00 a.m. Tuesday, August 11th to allow beams to be set on the Highway 96 bridge. He <br />expected that traffic would be switched over to the north half of the new bridge in several weeks <br />in order for the old bridge to be taken down. <br /> <br />Public Works Director Maurer explained that the old County Road F bridge over 35W has been <br />removed. <br /> <br />Public Works Director Maurer stated that the County Road E bridge is complete except for <br />minor concrete and signal work. He commented that MnDOT will open this bridge once the <br />signals are in place. <br /> <br />Public Works Director Maurer indicated that the improvements along County Road E are <br />slightly delayed due to a gas main that was struck and then found to be too shallow. Xcel will <br />lower the gas line and the mill and overlay will be completed after the gas line work is completed. <br /> <br />Public Works Director Maurer reported that relocation of small utilities work will be completed <br />on Lexington Avenue this fall. <br /> <br />4. APPROVAL OF MINUTES <br /> <br />A. June 29, 2015, Regular City Council <br />B. July 13, 2015, Regular City Council <br />C. July 20, 2015, City Council Work Session <br />D. July 27, 2015, Regular City Council <br /> <br />Councilmember Woodburn requested a change to the July 13th regular City Council minutes, on <br />page 11, noting that his comment should read: Councilmember Woodburn indicated that he had <br />many reservations with almost every section of the zoning. To respect the Council and staff’s <br />immense effort for over a year, and to get a consensus, he would support the resolution. <br /> <br />MOTION: Councilmember McClung moved and Councilmember Holden seconded a <br />motion to approve the June 29, 2015, regular City Council meeting minutes, <br />the July 13, 2015, regular City Council meeting minutes, the July 20, 2015,
