CONSENT ITEM – 5C <br /> <br />City of Arden Hills <br />City Council Meeting for August 31, 2015 <br /> <br />P:\Planning\Planning Cases\2015\PC 15-017 - Boston Scientific - Site Plan Review\Memos_Reports_15-017 <br /> <br />Page 5 of 6 <br /> <br />7. Three (3) trees each three (3) caliper inches in diameter will be planted along the <br />boulevard of Innovation Way. In order to screen the existing electrical transformer just <br />north of the outdoor play area, five (5) new shrubs will also be planted. <br />8. A black ornamental fence six (6) foot in height will be used around the outdoor play area. <br />9. The proposal is not expected to adversely impact the surrounding neighborhood or the <br />City as a whole. <br /> <br />Recommendation <br /> <br />The findings of fact for the Site Plan Review support approval. However, if the City Council <br />chooses to deny the application, the findings of fact would need to be amended to reflect the <br />reasons for the denial. <br /> <br />The Planning Commission reviewed Planning Case 15-017 and unanimously recommends <br />approval (5-0) of the Site Plan Review to relocate the day care facility and outdoor play area <br />from Building 9 to Building 10 at 4100 Hamline Avenue North, based on the findings of fact and <br />the submitted plans as presented in the August 31, 2015, Report to the City Council, as amended <br />by the following six (6) conditions: <br /> <br />1. That the project shall be completed in accordance with the plans submitted as amended <br />by the conditions of approval. Any significant changes to these plans, as determined by <br />the City Planner, shall require review and approval by the Planning Commission and City <br />Council. <br />2. That the applicant shall continue to abide by all previous agreements, as amended by the <br />conditions of approval of this application. <br />3. That a building permit and grading and erosion control permit shall be obtained for the <br />proposed project. <br />4. That the outdoor play area shall be 3,150 square feet in size and enclosed with an <br />ornamental fence six (6) feet in height. <br />5. That the sidewalk connection across Innovation Way shall align in a perpendicular <br />manner to provide for safe pedestrian movements. <br />6. That the outdoor play area shall not be constructed within any Drainage and Utility <br />Easement. <br /> <br /> <br />Proposed Motion Language <br /> <br />1. Approve the proposal as submitted. <br />2. Approve the proposal with conditions (Recommended Action). <br />3. Deny the application with reasons for denial. <br />4. Table for additional information.
