CONSENT ITEM – 5C <br /> <br />City of Arden Hills <br />City Council Meeting for August 31, 2015 <br /> <br />P:\Planning\Planning Cases\2015\PC 15-017 - Boston Scientific - Site Plan Review\Memos_Reports_15-017 <br /> <br />Page 4 of 6 <br /> <br />The Zoning Code requires 3,899 parking stalls based on the existing gross building area on <br />the property. Boston Scientific is currently providing 2,808 existing stalls and has identified <br />1,091 “proof of parking” spaces on their Campus Master Plan. If the Site Plan Review for <br />the relocation of the day care facility and outdoor play area is approved the eleven (11) <br />spaces being removed from the east side of Building 10 will be restriped along Innovation <br />Way. The current number of employees on the Arden Hills campus is approximately 2,200 <br />and Boston Scientific has acknowledged that the existing parking satisfies the parking <br />demand. <br /> <br />4. Flood Plain, Wetlands, and Easements <br /> <br />The proposed location of the outdoor play area is outside of any flood plains, wetlands, or <br />easements. <br /> <br />5. Additional Review <br /> <br />A. Building Official & City Engineer <br />The Building Official reviewed the plans for the project and had no additional comments. <br />The City Engineer reviewed the proposal and stated that a Grading and Erosion Control <br />Permit is needed for this project. <br /> <br />B. Rice Creek Watershed District <br />The Rice Creek Watershed District has reviewed the submitted plans and has indicated <br />that a permit is not required for projects that involve a land disturbance of less than <br />10,000 square feet. The total area of disturbance is estimated at 5,500 square feet. <br /> <br /> <br />Findings of Fact <br /> <br />The Planning Commission reviewed Planning Case 15-017 at their regular meeting on August 5, <br />2015. Draft minutes from the meeting are included in Attachment A. The Planning Commission <br />offers the following findings of fact for consideration: <br /> <br />1. The applicant has requested approval of a Site Plan Review for the relocation of the day <br />care facility and outdoor play area at 4100 Hamline Avenue North. <br />2. The Boston Scientific Campus is a conforming use in the I-1 Limited Industrial Zoning <br />District and operates under an approved PUD Overlay District. <br />3. The proposed and existing uses are permitted uses in the I-1 District. <br />4. The proposed outdoor play area would total 3,150 square feet in size. <br />5. The parking lot adjacent to the east side of Building 10 consisting of one (1) driveway <br />and eleven (11) parking spaces would be removed. <br />6. The eleven (11) parking spaces being removed would be restriped along Innovation Way.
