ARDEN HILLS CITY COUNCIL—JULY 13, 2015 2 <br /> 3. STAFF COMMENTS <br /> A. Rice Creek Commons—TCAAP Update <br /> City Administrator Klaers stated that the public hearing for the TCAAP Redevelopment Code <br /> (TRC), TCAAP Rezoning, and the Comprehensive Plan Amendment (CPA) was held on July 8, <br /> 2015. The Planning Commission unanimously recommended that the City Council approve the <br /> TRC, TCAAP Rezoning, and the CPA and that public hearing comments be forwarded to the City <br /> Council for further consideration on July 13, 2015. It was noted that the draft TRC and CPA are <br /> posted on the City's website with a link from the home page. <br /> Mayor Grant asked if the City has received any responses to date from neighboring communities. <br /> City Planner Streff reported that the City received a response from Mounds View and there were <br /> no concerns raised with the TRC or CPA. <br /> B. Joint Development Authority Update <br /> City Administrator Klaers explained that the Joint Development Authority (JDA) did not meet <br /> in July. He anticipated that the JDA would meet again on Monday, August 3, 2015 <br /> C. Transportation Update <br /> Public Works Director Maurer provided the Council with an update on the work that has been <br /> completed on the County Road E bridge over Snelling Avenue. He stated that work continues on <br /> the approaches and that the signal equipment is on site. He anticipated that the signals will be <br /> installed in the next few weeks. He reported that the contractor continues to work on County <br /> Road E. He anticipated that the south side will be completed shortly. <br /> Public Works Director Maurer reported that the 35W/Highway 96 interchange ramps are <br /> reopened. He believed that traffic is returning to its natural route. <br /> Public Works Director Maurer stated that the County Road F bridge has been awarded by <br /> MnDOT, but a preconstruction meeting has not been set at this time. <br /> Public Works Director Maurer indicated that the Grant/Noble PMP has the first lift of asphalt <br /> and the rain gardens are being worked on. The final lift will be put in place later. He stated that <br /> the Venus/Crystal neighborhoods are in the middle of water work. He anticipated that curb work <br /> will begin sometime in the next week or two. <br /> Mayor Grant asked for an update on Round Lake Road. <br /> Public Works Director Maurer reported that Round Lake Road was substantially complete and <br /> that there are only minor issues that will need to be addressed by the contractor. <br /> Councilmember McClung questioned when the 35W/Highway 96 interchange project will be <br /> completed. <br />
