ARDEN HILLS CITY COUNCIL—JULY 13, 2015 3 <br /> Public Works Director Maurer explained that the goal is to have traffic flowing over the bridge <br /> and through the interchange by the end of November. <br /> 4. APPROVAL OF MINUTES <br /> A. June 8, 2015, Special City Council Work Session <br /> B. June 15, 2015, City Council Work Session <br /> MOTION: Councilmember Holden moved and Councilmember McClunLy seconded a <br /> motion to approve the June 8, 2015, special City Council work session meeting <br /> minutes; and June 15, 2015, City Council work session meeting minutes as <br /> presented. The motion carried unanimously (5-0). <br /> 5. CONSENT CALENDAR <br /> A. Motion to Approve Consent Agenda Item - Claims and Payroll <br /> B. Motion to Approve County Road E-Pine Tree Drive Improvements Payment 3 <br /> C. Motion to Approve Round Lake Road Area Improvement—Payment 8 Amended <br /> D. Motion to Approve 2015 Pavement Management Program—PMP—Pay Estimate 2 <br /> MOTION: Councilmember McClung moved and Councilmember Holden seconded a <br /> motion to approve the Consent Calendar as presented and to authorize <br /> execution of all necessary documents contained therein. The motion carried <br /> unanimously (5-0). <br /> 6. PULLED CONSENT ITEMS <br /> None. <br /> 7. PUBLIC HEARINGS <br /> A. Rice Creek Commons - TCAAP Development Discussion Opportunity for <br /> Residents <br /> Mayor Grant stated that under the Public Hearing section, citizens have an opportunity to discuss <br /> ideas regarding the TCAAP development. <br /> Mayor Grant opened the public hearing at 7:20 p.m. <br /> Blake Huffman, Ramsey County Commissioner, wished City Administrator Klaers well in his <br /> retirement. He then thanked the Council for all of their work on the TRC. He explained that the <br /> County Board did not have the numbers to approve the Master Plan at this time. He encouraged <br /> the Council to delay action for two weeks or until a future meeting and to reconsider their density <br /> numbers that are in the Master Plan. <br /> Lyle Salmela, 1480 Arden Vista Court, provided the Council with a handout. He discussed the <br /> potential of the County building near the primer/tracer site being used as a history and nature <br />
