ARDEN HILLS CITY COUNCIL—JULY 13, 2015 5 <br /> Councilmember Holmes stated that the Council has been requesting meetings with the County <br /> for the past year. It was her understanding that the County Board wanted their staff to work with <br /> the City staff but never took the time to meet with the City Council. She commented that the <br /> Council has heard from the County on several occasions regarding their density concerns. She <br /> supported the density ranges within the TRC plan and recommended that the Council move <br /> forward. <br /> Councilmember Woodburn understood density was a problematic area. He supported the <br /> density within the TRC and did not believe that a two week delay would resolve this situation <br /> between the City and the County. <br /> Mayor Grant agreed with Councilmember Holden and believed that the City has heeded all <br /> suggestions from the County. He did not understand why the density number was such a hang up. <br /> He stated that perhaps the elected officials should have held additional discussions over the past <br /> year. He could not comprehend how an additional 300 units would create a "world class" <br /> development. He explained that the TRC could be amended if a developer brought a development <br /> plan before the JDA or City requesting density flexibility. <br /> Further discussion ensued regarding the approval timeline and reconsideration of the TCAAP <br /> rezoning, TRC and CPA. <br /> Councilmember Holden feared that if the TRC was opened for further consideration that this <br /> could lead to great delays in approvals as it would open the document for full reconsideration by <br /> the City Council. <br /> Councilmember Holmes understood that the County did not currently support the City's plans. <br /> This would lead to reconsideration of the plans in two weeks. She did not believe that the City's <br /> stance on these matters would change in two weeks. She feared that the City and the County were <br /> at an impasse. <br /> Councilmember Holden supported the County taking a formal vote on the matter. <br /> Mayor Grant believed it would benefit the County to provide the Council with numbers and for <br /> them to run through the math on the project with the City Council. <br /> Councilmember Holmes wanted to understand who from the County Board did not support the <br /> TRC and CPA and she wanted to understand the reasons why. <br /> Mayor Grant stated that he and three Councilmembers want this agenda item to move forward <br /> tonight and requested staff to make their presentation. <br /> City Planner Streff stated that since April 2013, the City has been working on a Master Plan for <br /> the 427-acre TCAAP parcel purchased by Ramsey County. The Master Plan is comprised of three <br /> components: the Alternative Urban Areawide Review (AUAR) and Mitigation Plan, the TCAAP <br /> Redevelopment Code (TRC), and the Regulating Plan. The AUAR was approved by the City <br /> Council in the summer of 2014, and preliminary approval was given to the TRC and Regulating <br /> Plan on May 26, 2015.
