ARDEN HILLS PLANNING COMMISSION — August 5, 2015 7 <br />The new facility proposed in Building 10 includes 8,500 square feet of interior space and a 3,150 <br />square foot fenced outdoor play area. Three (3) infant rooms, two (2) toddler rooms, three (3) <br />pre-school rooms, and an indoor play area now required for muscle development will be <br />constructed inside the new day care facility. A new building entrance, sidewalk, stoop, and ramp <br />will also be constructed to provide direct access to the proposed day care facility. <br />City Planner Streff indicated that the proposed project includes the removal of a small parking <br />lot consisting of eleven (11) parking spaces adjacent to the east side of Building 10. The eleven <br />(11) spaces being removed will be added to the existing one hundred and twenty-five (125) <br />spaces that are currently striped along Innovation Way for a total of one hundred and thirty-six <br />(136) spaces. Of the one hundred and thirty-six (136) spaces, twenty-six (26) will be moved to <br />the west side of Innovation Way to provide a parking area for parent drop-off. The applicant has requested approval of a Site Plan Review for the relocation of the day <br />care facility and outdoor play area at 4100 Hamline Avenue North. <br />2. The Boston Scientific Campus is a conforming use in the I-1 Limited Industrial Zoning <br />District and operates under an approved PUD Overlay District. <br />3. The proposed and existing uses are permitted uses in the 1-1 District. <br />4. The proposed outdoor play area would total 3,150 square feet in size. <br />5. The parking lot adjacent to the east side of Building 10 consisting of one (1) driveway <br />and eleven (11) parking spaces would be removed. <br />6. The eleven (11) parking spaces being removed would be restriped along Innovation Way. <br />7. Three (3) trees each three (3) caliper inches in diameter will be planted along the <br />boulevard of Innovation Way. In order to screen the existing electrical transformer just <br />north of the outdoor play area, five (5) new shrubs will also be planted. <br />8. A black ornamental fence six (6) foot in height will be used around the outdoor play area. <br />9. The proposal is not expected to adversely impact the surrounding neighborhood or the <br />City as a whole. <br />City Planner Streff stated that based on the submitted plans and findings of fact, staff <br />recommends approval of Planning Case 15-017 for a Site Plan Review to relocate the day care <br />facility and outdoor play area from Building 9 to Building 10 at 4100 Hamline Avenue North.
