The answers to these questions are formed into a survey that is • <br /> circulated at first to the strategic partners and then ultimately to the <br /> city as a whole. We contact both by directing their attention to the <br /> City's web page where the economic development survey is hosted. <br /> This works to establish the community as the leader in economic <br /> development as opposed to the consultant. By sequentially <br /> distributing the survey in this manner we are able to stratify the <br /> opinions of the community and show any separation in opinion <br /> between those '"in the know" and the rest of the community at large. <br /> Citizen involvement in economic development strategy formation is <br /> essential for support and implementation of the plan. Elected officials, <br /> economic development staff and citizens all play important roles in <br /> governing the community.
