EN HILLS <br /> CITY OF ARDEN HILLS,MINNESOTA <br /> ECONOMIC DEVELOPMENT COMMISSION <br /> November 15,2006 7:30 A.M. <br /> CITY HALL-- 1245 WEST HIGHWAY 96 <br /> Bruce Kunkel called the meeting to order at 7:35 a.m. <br /> Those in attendance: Bruce Kunkel, Dale Beane, Ed Werner, Rob Davidson,Nancy Kneeland, <br /> Jim Paulet and Mayor Aplikowski. Staff Community Development Director Karen Barton. <br /> Absent: Ray McGraw, Chris Ashbach, Kevin Kelly <br /> Approval of Minutes <br /> Bruce Kunkel asked if there were any corrections to the September 20, 2006 meeting minutes. <br /> Dale Beane noted that he had been left off the attendance at the last meeting. Minutes approved <br /> as amended. <br /> Council Action regarding Economic Development Strategic Plan <br /> Chair Kunkel noted that we will be seeing a big change in the new Council. We need to have a <br /> frank discussion of strategies to keep this moving forward. <br /> Chair Kunkel provided a recap of council action from the last work session. He indicated there <br /> were a number of questions about finances,but that the council seemed to generally accept the <br /> concept and principles. <br /> Mayor Aplikowski added that the Council is attempting to stall action until next year. <br /> Chair Kunkel stressed the need to educate the council. <br /> Nancy Kneeland stated that the EDC members need to start attending the work sessions to <br /> provide input. A lot f decisions get made during those work sessions. to V,)& <br /> Jim Paulet added that the concept of public financings not understood by the Council. <br /> Chair Kunkel stated that the EDC needs to take a very strong position that any public financing <br /> has to be very responsible. The City has a responsibility to ensure safeguards are put in place. <br /> But that the City also needs to understand that public financing has to happen to some degree and <br /> that the TCAAP property will be developed one way or another. We can either direct that <br /> development or react to it,but it will be happen. <br /> Nancy Kneeland added that public financing is just one component and we need to look at all <br /> components,including grants, etc. TIF may be needed,but it is not a given. <br /> Jim Paulet stated that we have 2 fully-developed policies/plans to provide to the new council <br /> members. And that the EDC does need to get more involved in the council work sessions. <br />
