' - <br /> �-ADIDEEN HILLS <br /> CITY OF ARDEN HILLS,MINNESOTA <br /> ECONOMIC DEVELOPMENT COMMISSION <br /> May 17, 2006 7:30 A.M. <br /> CITY HALL -- 1245 WEST HIGHWAY 96 <br /> Chair Bruce Kunkel called the meeting to order at 7:30 a.m. <br /> Those in attendance: Chair Bruce Kunkel, Dale Beane, Rob Davidson, Jim Paulet, Nancy <br /> Kneeland, and Mayor Aplikowski. Staff. Community Development Director Karen Barton <br /> Guest Presenter: Jim Mooney, DeSCo Solutions, Inc. <br /> Absent: Ed Werner, Ray McGraw, Chris Ashbach, and Kevin Kelly <br /> Minutes from the April meeting were presented for approval. Dale Beane moved to approve the <br /> minutes. Nancy Kneeland seconded. No Discussion; Motion carried. <br /> Economic Development Plan Kick-Off <br /> Jim Mooney, President of DeSCo Solutions, Inc., stated that he has started meetings with the <br /> Key Leaders and expects to have those meetings completed this week. He also indicated that he <br /> would have the community analysis completed next week and the competitive analysis done in <br /> the next several weeks. <br /> The Citizen Input consists of interviews with the Key Leaders (in progress), survey of <br /> approximately 150 stakeholders, and a survey open to all residents. The citizen input segment is <br /> anticipated to be completed in early July. Mr. Mooney stated he is in the process of formulating <br /> questions for the survey and will provide the survey to the EDC prior to distribution to <br /> stakeholders and residents. <br /> Bruce Kunkel asked Mr. Mooney how the data of the two separate groups would be used. Mr. <br /> Mooney indicated that he would conduct both a quantitative and a qualitative analysis of the data <br /> and present it to the EDC. <br /> Mr. Mooney asked the EDC to individually rank the 5 cornerstones of economic development. <br /> The EDC members each completed a brief questionnaire for Mr. Mooney. <br /> Rob Davidson stated that he felt the community is not supportive of redevelopment. Mayor <br /> Aplikowski concurred and stated that the city's philosophy has been to let the"market drive the <br /> bus." <br /> Mr. Mooney responded that it is important for the community to create a credit history and <br /> stressed that when TCAAP takes off, that will be the time to bond for roads since we will have <br /> an increased ability to pay off the debt. <br /> Mr. Mooney said that he would be mailing a letter to 150 stakeholders, from the Mayor on City <br /> letterhead, to request their participation in the survey. <br />
