DATE: July 20, 2015 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />Patrick Klaers, City Administrator <br /> <br />FROM: Ryan Streff, City Planner <br />Matthew Bachler, Associate Planner <br /> <br />SUBJECT: Review of properties with Outdoor Sales or Exterior Storage within the B-2 and <br />B-3 Zoning Districts <br /> <br />Background <br /> <br />At the regular City Council meeting on April 13, 2015, staff was directed to review properties <br />within the City with outdoor sales or exterior storage and report back to the City Council at a <br />future Work Session. The Community Development Department has completed a preliminary <br />inventory of commercial and industrial properties in the B-2 and B-3 Zoning Districts. This <br />inventory included information on the type of business, whether outdoor sales or exterior storage <br />are present on the property, and if the property has received approval for these activities. <br /> <br />For the purpose of this memo, staff focused on the B-2 and B-3 Districts as most of the <br />commercial retail properties in the City are within these two districts. Businesses that have <br />outdoor sales or exterior storage but which are not located in either district, such as the Holiday <br />Service Station on Highway 96, are not discussed in this memo. If directed by the City Council, <br />staff is prepared to complete a similar inventory of properties within the City’s primarily <br />industrial zoning districts. It should also be noted that trash and service areas are not addressed in <br />the memo because these uses are not defined as exterior storage in the Zoning Code. <br /> <br /> <br />Analysis <br /> <br />Outdoor Sales <br />The Zoning Code does not include a general definition for outdoor sales. The closest term is <br />Open Sales Lot, which is defined as, “Any land used or occupied for the purpose of buying and <br />selling any goods, materials, or merchandise, and for the storing of same under the open sky <br />prior to sale.” Generally, this term is more applicable to the use of a property for motor vehicle <br />sales and leasing or flea market type activities and not to limited display of retail goods, such as <br />AGENDA ITEM 1-B <br /> <br />MEMORANDUM <br /> <br />______________________________________________________________________________ <br />City of Arden Hills <br />City Council Work Session for July 20, 2015 <br /> <br />Page 1 of 3 <br />
