However, the definition for open sales lots in the Zoning Code has been <br />interpreted it to apply to all cases of outdoor display and sale of goods. <br /> <br />The Zoning Code prohibits open sales lot uses in the B-2 District (Section 1320.085, Subd. 2). <br />Open air garden centers with an approved Conditional Use Permit are exempt from this <br />restriction. For the B-3 District, the Land Use Chart within the Zoning Code does not specifically <br />permit or prohibit open sales lots. Section 1320.03 of the Zoning Code states that the City <br />Council may designate a use as a conditional use if it is not listed in the Land Use Chart. <br /> <br />Five properties in the B-2 and B-3 Districts have some type of outdoor sales or display. The table <br />below provides information on these properties: <br /> <br /> <br />Exterior Storage <br />The Zoning Code defines exterior storage as, “the storage of goods, materials, equipment, <br />manufactured products and similar items not fully enclosed by a building.” The Land Use Chart <br />restricts exterior storage uses only to the I-2 - General Industrial District. Exterior storage is <br />prohibited in both the B-2 and B-3 Districts. However, in cases where a property has an <br />approved Conditional Use Permit for an open air garden center, limited exterior storage directly <br />associated with the garden center use may be approved by the City. <br /> <br />The inventory completed by staff included two properties with exterior storage areas.
