Vi l lage Counci I Meeting - 8 Apri 1 1974 (continued) <br />Page 3 <br />Arsensal property rezoning was again a topic of discussion. Parks Director John Buckley outlined the <br />three areas recommended for parks and open space by the Parks Committee the eastern Marsden Lake <br />area (wild life), the western Rice Creek flood plain (canoe trail), and the mounds area (geological <br />structure and ski hill. The whole matter was referred to the Planning Commission for preparation of <br />alternate zoning plans for the arsenal. Tentatively a public hearing will be held on May 7 concerning <br />the arsenal rezoning. <br />Councilman Wingert reported that a limited number of copies of the proposed Comprehensive <br />Development Plan are available at the Village Office for review by residents prior to the scheduled <br />public hearing on May 7. <br />Parks Director John Buckley described a proposed community garden project on Northern States Power <br />property at the generator station (30 to 40 plots) and on a portion of Joe Bussard's property (50 to 60 <br />Plots); both areas on Old Highway 10. Plots 15' x 20' would be rented to Village residents for a fee of <br />$2 to $4 to pay for plowing, etc. If off-street parking is available the Council concurs with the project. <br />The Council approved the rental of a new moving radar unit for the Police Department for a 3 or 4 month <br />trial basis per agreement. <br />The Federal Revenue Sharing check, in the amount of $7,510.00 representing the third quarter of the <br />fourth entitlement period, has been received. <br />Planning Commission Meeting - 16 April 1974 <br />Dave Locey, Reporter <br />Dreyfus 1st and 2nd additions approved with bigger streets and more trees. Better for streaking. Our <br />Planning Commission tries to consider everyone's interest. <br />Commission recommended to Council "Rules for Watercraft Operation on Johanna Lake, Ramsey County, <br />Minnesota" for approval. Urge people using lakes to find out what rules are. <br />********** <br />
