"Issues of particular concern are: Construction of encroachments on neighbor- <br />hood serenity. Approach: People come to the village expecting the protec- <br />tion and development that has occurred in the past. Now other interests wish <br />to dictate the direction of certain village matters. Change is inevitable, <br />especially due to our proximity to the twin cities, however, Arden Hills is <br />a "City of Domes" and any changes must be orderly, reasonable, and clearly <br />an improvement to the village character. Taxation and the village budget. <br />Approach_; It is evident that taxes will increase this year. Our budget is <br />increasing beyond our evaluations The budget must be balanced. Deficit fi- <br />nancing is dangerous, expensive and inflationary; however, it can be avoided <br />by limiting the "frills" - those items that are nice to have but not econom- <br />ical or truly necessary." <br />Joseph Talcott, 1860 Todd Drive: "As Councilman I will actively seek out <br />the view of the people of Arden Hills as they concern issues before the <br />Council, in an attempt to make the Council more responsive to the citizens <br />it represents." <br />Jim Wingert, 1834 Venus Ave. (Incumbent): "I hope to be re-elected to assist <br />in maintaining present council policies in three critical areas: (1) Orderly <br />growth: Control and regulate new development to protect our present residen- <br />tial environment and to -assure that our village continues to be "a community <br />of homes". Two highly respected and well-known author- <br />ities will 1) Develop an awareness of the needs of handicapped persons (to <br />be presented by John Schatzlein, U. of M. Coordinator for the Handicapped), <br />and 2) advise what currently is being done to help these people, what still <br />is needed to be done, and what villages can do to accomplish the goals, (to <br />be presented by William Hopkins, Minnesota Society for Crippled Children and <br />Adults). A reception and informal Question & Answer period will follow the <br />talks. <br />Next month in the Crier look for the informative report on Dutch Elm <br />Disease submitted by Mary Blomquist, a member of the Parks & Rec.
