City of Arden Hills - Comprehensive Plan - DRAFT <br /> 5. TWIN CiTiES ARMY AMMUNITION PLANT(TCAAP) PROPERTY REDEVELOPMENT <br /> Goal. Develop TCAAP in a way that accommodates a mix of land uses that is <br /> sensitive to the natural environment, economically sustainable, and compatible with <br /> the existing neighborhoods in Arden Hills. <br /> 5.1 Introduction <br /> The Twin Cities Army Ammunition Plant(TCAAP) property occupies <br /> approximately the northern one-third of Arden Hills. It is approximately four <br /> square miles (2,370 acres)and is bounded by Highway 96 on the south, <br /> Highways 10 and 35W on the west, Lexington Avenue on the east, and County <br /> Road i on the north. In 1941, the federal government started construction on <br /> the property for munitions production during World War 11 and ultimately for the <br /> Korean and Vietnam Wars. The entire TCAAP property was included in the <br /> Arden Hills municipal borders when the City incorporated in 1951. <br /> Plans to redevelop the TCAAP property had been in the works since at least the <br /> 1980s; however, it was not until 1994 that the federal government formally <br /> declared 774 acres of the entire TCAAP area as excess property that was to be <br /> sold. In order to have a more proactive and holistic planning process, the City, <br /> along with a selected private developer, entered into a purchase agreement with <br /> the federal government in 2007 to purchase 585 acres of land adjacent to <br /> Interstate 35W and Highway 10 (Map). Approximately 112 acres of land <br /> adjacent to Rice Creek has already been transferred to Ramsey County for their <br /> park system. The remaining TCAAP property will remain under federal <br /> ownership for the foreseeable future. <br /> In preparation for redevelopment of the land, the City has undertaken a <br /> community planning process to determine how the property should be reused. <br /> Previous redevelopment proposals had assumed that more of the TCAAP <br /> property would be developed, and, as the market has changed, so to have the <br /> potential mix of land uses for the property. While a final land use plan was not <br /> selected in time for inclusion in this Comprehensive Plan, a concept plan is in <br /> consideration (Figure X).
