City of Arden Hills- Comprehensive Plan- DRAFT <br /> is west of the Lake. There is not any residential development around the <br /> lake. The lake is not accessible to the public, and public access is not <br /> anticipated because the land is owned by the federal government and <br /> used for Minnesota National Guard training. <br /> Marsden Lake <br /> Covering more than 275 acres, Marsden Lake is a large wetland complex <br /> (wet meadow) that has been identified by the Minnesota DNR as an <br /> important natural community. The entire lake is within the federally owned <br /> property that is leased by the Minnesota National Guard. There are not <br /> any public access points to the lake. The lake is part of the critical habitat <br /> for the Blanding's Turtle, which is classified as "threatened status" by the <br /> State of Minnesota. <br /> Rice Creek <br /> Rice Creek flows through the far northwest comer of the City and is the <br /> only natural watercourse in the City. There are a number of County <br /> drainage ditches connecting the major lakes and providing connections to <br /> Rice Creek. <br /> • Approximately 112 acres of land was transferred to Ramsey County along <br /> the creek, and the Rice Creek North Regional Trail is currently being <br /> constructed along both sides of the creek. The trail will ultimately connect <br /> to other communities, the regional park system, and likely to the TCAAP <br /> redevelopment property. <br /> Wetlands <br /> Arden Hills has many wetlands of various sizes and types spread <br /> throughout the City. The wetlands are an integral part of the natural <br /> environment and are important component of healthy lakes and streams. <br /> Development impacts to wetlands are regulated by Federal and State <br /> laws. The U.S. Army Corps of Engineers—Saint Paul Office implements <br /> the federal wetland laws, and the Minnesota DNR and the Rice Creek <br /> Watershed District implement State wetland laws.
