Page 2 of 3 <br /> <br /> <br />Changes in 2013: <br /> Five percent increase of all fees (except fees set by State Statute) <br /> Increased utility hookups, tobacco licenses, recycling, utility rates, and return check fees <br /> Building and construction fees added to fee schedule <br />o State Statute 326B.153 <br />o Electrical Permit Fee Schedule (set by the City’s electrical inspector) <br /> Adjustments to false alarms were made <br /> <br />Changes in 2014: <br /> Changed utility billing rate language <br /> Waived picnic shelter fees and clarified room rental business hours <br /> Increased dangerous dog fee and added potentially dangerous dog fee <br /> Raised SAC rate to match the amount set by the Met Council <br /> <br />Changes in 2015: <br /> Increased electrical fees by approximately six percent <br /> Increased utility rates by two percent <br /> Increased surface water charges by three percent <br /> <br />Discussion <br /> <br />Staff has reviewed the fee schedule and has also researched the “Municipal License and Permit <br />Fee Survey” results on Metro Cities’ website to evaluate Arden Hills’ rates to those of other <br />cities. Staff has found our City’s rates to be comparable to other cities. <br /> <br />A few changes are being recommended and they are noted in red bold print on the attached 2016 <br />Fee Schedule. A brief explanation of the reason for the changes is provided below. <br /> <br />Administrative <br />Staff received notice from Hillcrest Animal Hospital regarding an increase in impound and <br />boarding fees effective January 1, 2016. The proposed increase in the two fees is found on page <br />one of the fee schedule. <br /> <br />Building Construction <br />The State of Minnesota reduced the “fixed fee” for building permits from $5.00 to $1.00 <br />effective July 1, 2015. As such, pages one and two of the fee schedule reflect that update by <br />removing the dollar amount associated with the fee and simply referencing the State Statute. <br /> <br />Miscellaneous Fees/Permits <br />Minimal increases to the Rental Registration Fee and Rental Registration Penalty Fee (page nine) <br />are proposed based on a comparison of the fees charged by surrounding cities. <br /> <br />Park Development <br />A new addition of a Park Development fee (actual fee amount to be determined at a later date) is <br />proposed. This park dedication fee is found on page ten of the fee schedule.
