Proclamation in Recognition of Sue Schroeder, Former Communications <br />Committee Member <br /> <br />This item was removed from the agenda. <br /> <br />4. STAFF COMMENTS <br /> <br />A. Rice Creek Commons (TCAAP) Update <br /> <br />Community Development Director Hutmacher stated that the Metropolitan Council <br />Community Development Committee reviewed the TCAAP Comprehensive Plan Amendment <br />(CPA) on October 19, 2015. The Committee unanimously recommended that the Metropolitan <br />Council approve the CPA at its meeting on October 28, 2015. The 60-day review period for the <br />Metropolitan Council expires on November 1, 2015 <br /> <br />B. Transportation Update <br /> <br />Acting Public Works Director Anderson reported that the pavement leading to the approach of <br />the County Road F bridge would be milled this week. He indicated that the trail along the County <br />Road F bridge would also be paved. He commented that there has been a delay in receiving the <br />railing for the bridge, but anticipated that the bridge would still be open for use in early <br />November. <br /> <br />Acting Public Works Director Anderson indicated that the County Road 96 bridge signals are <br />being installed and that concrete work will continue over the next two weeks. He anticipated that <br />this bridge will be open in early November. <br /> <br />Acting Public Works Director Anderson explained that the base course on Lake Lane was <br />paved last week, which means that all streets within the City PMP have curb, gutter and base <br />pavement in place. The contractor will continue to finish up the landscaping this fall and the <br />wear course will be installed on Wednesday, Thursday and Friday of this week, weather <br />permitting. <br /> <br />Acting Public Works Director Anderson stated that Ramsey County will begin a culvert outlet <br />project in early November on Lake Valentine. This culvert is located on Old Highway 10 just <br />south of County Road E2. In order for this work to be completed, the roadway has to be closed. <br />He anticipated that the road closure will take place on November 9th and will continue for two to <br />three weeks. <br /> <br />Mayor Grant questioned how long the culvert project will take the County to complete. <br /> <br />Acting Public Works Director Anderson estimated that the project will take two to three weeks. <br /> <br />Councilmember Holden requested that staff drive along Lake Johanna Boulevard at the base of <br />Lake Lane to see if the roadway is dipping or sinking.
