October 12, 2015 Regular City Council <br /> <br />MOTION: Councilmember McClung moved and Councilmember Holden seconded a <br />motion to approve the October 12, 2015, regular City Council meeting <br />minutes as presented. The motion carried unanimously (4-0). <br /> <br />6. CONSENT CALENDAR <br /> <br />A. Motion to Approve Consent Agenda Item - Claims and Payroll <br />B. Motion to Approve 2015 Sanitary Sewer Lining Pay Estimate #1 <br />C. Motion to Approve Arden Plaza Planned Unit Development Agreement – Fourth <br />Amendment – Hemisphere Restaurant Partners <br />D. Motion to Accept 3rd Quarter Financials <br />E. Motion to Approve Parks, Trails and Recreation Committee (PTRC) Appointments <br />F. Motion to Approve Resolution 2015-048 Accepting the Liability Coverage Limits <br />from the League of Minnesota Cities Insurance Trust (LMCIT) for 2016 <br />G. Motion to Accept Sanitary Sewer Repair at 1323 Cannon Avenue from Valley <br />Ridge Company in the amount of $27,300. <br />H. Motion to Cancel the November 9, 2015, City Council meeting. <br /> <br />MOTION: Councilmember McClung moved and Councilmember Holden seconded a <br />motion to approve the Consent Calendar as amended adding Items 6G and <br />6H, and to authorize execution of all necessary documents contained therein. <br />The motion carried unanimously (4-0). <br /> <br />7. PULLED CONSENT ITEMS <br /> <br />None. <br /> <br />8. PUBLIC HEARINGS <br /> <br />A. CenturyLink Cable Franchise Agreement <br /> <br />Acting City Administrator Iverson explained that Arden Hills is one of nine member cities in <br />the North Suburban Cable Commission. This group recently reviewed and approved a cable <br />franchise for CenturyLink. She reported that each member city is now being asked to review and <br />approve the cable franchise agreement as well. <br /> <br />Michael Bradley, attorney for the North Suburban Cable Commission, provided the Council with <br />a presentation on the CenturyLink cable franchise. He then provided comment on the franchise <br />approval process, along with the proposed build-out timeline and red line provisions. The overall <br />goal would be to have Arden Hills built-out in the next five years. He reported that the build-out <br />would be based on market success and required an equitable deployment to all households in each
