ARDEN HILLS CITY COUNCIL—NOVEMBER 30, 2015 5 <br /> Cor Wilson, Executive Director of the Northwest Cable Commission, explained that Attachment <br /> C is a side letter to the Franchise Agreement describing the agreed upon terms by CenturyLink. <br /> She noted that the final copy is at her office and that it will be transmitted to the City in the next <br /> couple of days. She discussed the Franchise Agreement in further detail. She is pleased with the <br /> final agreement and commented that six of the member cities have already adopted the document. <br /> Councilmember McClung noted that the Council received a letter from Comcast on November <br /> 30t'and questioned if Ms. Wilson had any comments regarding this letter. <br /> Ms. Wilson did not have any concerns regarding the letter. She understood that Comcast had an <br /> issue with CenturyLink's buildout timeline. She provided further comment on CenturyLink's <br /> build-out timeline noting that all FCC requirements are being followed. <br /> Mayor Grant understood that CenturyLink currently offers internet services within Arden Hills <br /> and asked if there is a service gap. <br /> Patrick Hagerty, CenturyLink, stated that this is the case and indicated that different internet <br /> speeds may be offered in different areas of the City. <br /> Mayor Grant supported the franchise agreement as presented by staff and believed that <br /> CenturyLink was offering a comparable franchise. <br /> Mr. Hagerty thanked the staff at the Northwest Cable Commission, Attorney Mike Bradley and <br /> the member cities for their input in drafting the franchise agreement. <br /> Councilmember McClung also appreciated all of the work that went into the franchise <br /> agreement. He looked forward to Arden Hills' residents having additional competition in the cable <br /> market. <br /> Councilmember Holmes requested further information on the PEG fees. <br /> Ms. Wilson reported that PEG stood for Public, Educational and Government Access. She <br /> provided further comment on the PEG fees being paid currently by Comcast and those that would <br /> be paid by CenturyLink. <br /> MOTION: Councilmember McClung moved and Councilmember Holmes seconded a <br /> motion to approve the CenturyLink Franchise Agreement. The motion <br /> carried unanimously (3-0). <br /> 11. COUNCIL COMMENTS <br /> Mayor Grant stated that he is pleased that the trail between St. John's and Mounds View High <br /> School is complete. He indicated that he believes that this trail will greatly improve public safety. <br /> Mayor Grant congratulated Associate Planner Matthew Bachler for receiving his AICP <br /> certification. He described all that Associate Planner Bachler had to complete in order to receive <br /> this achievement. <br />
