<br />Regulations and Policies Public Engagement Process
<br />It will be important in the regulations and policies portion of the scope to provide a level of confi dence at staff, stakeholder, City Council, JDA, and user (developer) level in the
<br />fi nal product and how it will be implemented. To accomplish the educational element that will be needed, as well as receiving input from all parties, the following meetings are
<br />proposed. The time proposed includes preparation, attendance, and follow-up (meeting summary).
<br /> 6 meetings with City staff to discuss regulation and policy options, benefi ts, and implications (up to 3 staff, and up to 3 hours per meeting)
<br /> 3 agency/stakeholder meetings with those who have a direct interest in the outcome of the process and may be affected by the regulations/policies (up to 2 staff, up to 3 hours
<br />per meeting)
<br /> 1 developer/local resident roundtable meeting to solicit input on draft regulations (up to 2 staff, up to 4 hours per meeting)
<br /> 3 Planning Commission meetings to review and receive input on proposed regulations and policies (up to 2 staff, up to 3 hours per meeting)
<br /> 2 JDA meetings to review and receive input on draft regulations and policies, and educate on the process of implementation (up to 2 staff, up to 3 hours per meeting)
<br /> 4 City Council meetings to review and receive input on draft regulations and policies (up to 2 staff, up to 3 hours per meeting; also includes PowerPoint presentation)
<br /> 1 design and policy workshop (over 3 days) to generate a Regulations and Policy Plan to align with the Master Plan for TCAAP and input for development guidelines, regulations,

<br />Existing Regulations Analysis and Goal Setting
<br />The Kimley-Horn team will undertake initial review and analysis of existing data pertinent to the TCAAP area, including ongoing development projects, existing regulatory
<br />development guidelines and standards from the City’s Comprehensive Plan, Zoning and Subdivision Ordinances, TCAAP Master Plan, prior planning initiatives, etc.
<br />The Kimley-Horn team will identify relevant issues to create a common set of principles and protocols for the implementation of the City’s Master Plan Goals for TCAAP and the
<br />Redevelopment Authority’s development goals, including but not limited to urban design, neighborhood impacts, street design, and the policies related to those goals.

<br />Regulation Principles and Protocols for TCAAP

<br />Regulation Plan
<br />The Kimley-Horn team will prepare a refi ned Regulation Plan (one minor revision included in task) and prepare development guidelines, regulations, policies and standards for
<br />inclusion in the TCAAP zoning regulations. Since there is not just one way to structure this document, the fi nal format of the zoning will be reserved until there is consensus from the City
<br />and on the format and structure during the workshop.

<br />Implementation of the Regulation Plan
<br />The Kimley-Horn team will undertake a fi scal impact analysis of the TCAAP Master Plan, including a modeled application of the regulations to test the code. Using Gateway
<br />Planning’s proprietary tool to test, analyze, and determine the potential return on investment for the City and other taxing jurisdictions will assist the City in realizing the potential
<br />for the TCAAP Master Plan. This analysis will, in turn, help the City understand which public projects are affordable and worth the investments, based on the potential return on
<br />investment over time.
<br />The Kimley-Horn team will support staff in presenting (i) proposed Regulations for City’s TCAAP Master Plan; (ii) Fiscal Impact and potential return on investment based on the
<br />Regulations that have been written; and (iii) educational support for City Staff to implement the regulations for TCAAP, to the Planning Commission and the City Council.
<br />The Kimley-Horn team will review and revise regulations based on input from City Staff, Stakeholders, and Planning Commission/City Council Joint Work Session. The team will present
<br />fi nal regulations document to Planning Commission and City Council each in regular meetings, for approval and adoption.
