Obtain written confi rmation from private utility owners that they are <br />able to provide utilities to serve the proposed land uses. <br /> Coordinate with Xcel Energy, Ramsey County, and the City of Arden Hills on the future location of the Xcel substation and depict location of substation on the Master Plan <br /> Determine and document peak water needs and sanitary sewer fl ows for the land use plan; <br /> Calculate stormwater management needs for the proposed land use plan. Develop a stormwater plan that includes regional stormwater amenities to meet Rice Creek Watershed <br />District requirements for stormwater management. <br /> Identify renewable energy opportunities. <br />4 4 16 24 20 0 0 0 0 0 0 68 <br />Parks and Open Space Component <br />The Open Space Component will be informed strongly by the Environmental Conditions Component because the character of open space is closely tied to the underlying <br />environmental conditions. <br />It will locate a large central park, several smaller neighborhood parks, regional trail connections, and other elements of a recreational and environmental network. <br />The Kimley-Horn team will work with the City, County, and other stakeholders to develop preliminary plans for the parks—defi ning whether they are active or passive. We will provide <br />concept level designs for the major parks and general guidelines for the smaller parks. <br />The Kimley-Horn team will work with the stakeholders to establish important policies and implementation strategies related to maintenance and management, funding, costs and <br />dedications. <br />0 2 0 0 0 62 200 24 0 0 0 288 <br />Implementation Plan <br />Implementation Plan <br />The Kimley-Horn team will develop an implementation plan that will allow the City and County to leverage capital improvements to attract development. The Implementation Plan <br />will include: <br /> Identifi cation of public improvements; <br /> Construction estimate of public infrastructure; and <br /> Public/private development phasing plan to align public infrastructure investments with private development. <br />Deliverables: <br />1. List of public improvements that would be installed and/or maintained by the City. <br />2. Analysis of the cost of infrastructure per acre per land use. <br />3.
