AGENDA ITEM – 1E <br /> <br />City of Arden Hills <br />City Council Work Session for December 21, 2015 <br /> <br />P:\Planning\Planning Cases\2015\PC 15-020 - Zoning Code Amendment - Retail and Resale Businesses\Memo_Reports_15-020 <br />Page 1 of 3 <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: December 21, 2015 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> Sue Iverson, Acting City Administrator <br /> <br />FROM: Ryan Streff, City Planner <br /> <br />SUBJECT: Retail and Thrift Store (Resale) Establishments <br /> <br /> <br /> <br />Requested Action <br /> <br />Provide direction to staff on possible revisions to the Zoning Code in order to address Retail <br />Sales and Service and Thrift Store (Resale) establishments. <br /> <br /> <br />Background <br /> <br />During the City Council Work Session on October 19, 2015, the Council directed staff to contact <br />the City Attorney regarding the appropriate procedure for classifying thrift store establishments <br />as a Conditional Use in the Zoning Code. The City Attorney has recommended that if the <br />Council decides to designate thrift stores as a Conditional Use in certain districts that <br />characteristics unique to the businesses be identified and specific Conditional Use Permit (CUP) <br />criteria be developed. <br /> <br /> <br />Discussion <br /> <br />Definitions <br />The following changes could be made to the definitions section of the Zoning Code to clarify the <br />differences between “Retail Sales and Service” and “Thrift Store” establishments. A draft <br />amendment to Section 1305.04 Definitions has been provided in Attachment A. <br />
