Motor vehicle sales, motor vehicle leasing and rentals, <br />exterior equipment rental and sales lots, repair garages, pawn <br />shops, thrift stores, and open sales lots are not included in this <br />definition of retail sales and service. <br /> <br />Thrift Store: An establishment for which the stock of goods is primarily used <br />and includes the following operational characteristics: <br /> <br />1) Receipt of used items directly from the public at the business <br />location. <br />2) Processing, conditioning, cleaning, or repair of used or <br />returned items for resale. <br />3) Storage of used items on site for processing, resale, or disposal. <br />4) Receipt of goods through purchase, consignment, or donation. <br /> <br /> <br />Conditional Use Criteria <br />In order to identify specific Conditional Use Permit (CUP) criteria for Thrift Stores the following <br />language could be added to the City’s Zoning Code. Staff has drafted Section 1325.046 Thrift <br />Store Additional Conditional Use Permit Criteria for your review in Attachment B. <br /> <br />Subd. 1 Development Standards <br />A) All merchandise receiving, transfer, sorting, processing, and storage shall occur within a <br />completely enclosed principal structure. <br />B) No exterior storage or the use of exterior storage containers or semi-trailers for storage <br />shall be allowed upon the site. <br />C) Waste and recycling receptacles and equipment shall be completely contained within a <br />principal or accessory structure. <br />D) For any thrift store that accepts donations, at least one (1) accessory drive-through service <br />lane shall be provided for stores over 5,000 square feet in size. <br />E) Accessory drive-through service lanes leading to and accessing the indoor <br />collection/donation area shall meet the following conditions: <br /> <br />1) Drive-through service lanes shall not be permitted within the front, side, or rear <br />yards which abut a public street. <br />2) Drive-through lanes shall be designed in a manner that segregates the drop-off <br />lane from drive lanes, parking spaces, and sidewalks.
