Page 1 of 2 <br /> <br />DATE: December 21, 2015 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />Sue Iverson, Acting City Administrator <br /> <br />FROM: Jill Hutmacher, Community Development Director <br /> <br />SUBJECT: Kimley-Horn Master Plan Contract Completion <br /> <br /> <br /> <br />Requested Action <br /> <br />Provide direction to staff regarding the final payment of the Kimley-Horn Master Plan contract. <br /> <br />Discussion <br /> <br />The City Council approved the Master Plan contract with Kimley Horn on April 29, 2013 for a <br />total cost of $426,004.00. The contract included the completion of three tasks: <br /> Alternative Urban Areawide Review (AUAR) – approved by the City Council on July 28, <br />2014 <br /> Master Plan – approved by the City Council on June 30, 2014 <br /> Regulations and Policies – approved as the TCAAP Redevelopment Code on July 13, <br />2015 <br /> <br />City staff drafted the Master Plan Request for Proposals (RFP) in January and February 2013. <br />City staff based the RFP on the requirements of the existing (2013) TCAAP zoning and the staff <br />understanding of what would be necessary components to move forward with the project. Staff <br />erred on the conservative side of including any element that might be needed. <br /> <br />Throughout the two-plus year contract period, Kimley-Horn has incurred additional work and <br />expenses that they had not included in their proposal. See the attached memo from Brian <br />Smalkoski, Kimley-Horn, for a description of this additional work. No change orders related to <br />the three primary tasks listed above were requested or approved. Kimley-Horn has requested the <br />final contract payment of $5,650.28. <br /> <br />City staff has reviewed the contract and has found that several sub-items listed in the RFP have <br />not been fully completed.
