The TRC refers to a Public <br />Works Design Manual that will establish details of road and streetscape design in a policy <br />document that can be easily amended when necessary. Staff believes it is preferable that a <br />master developer be selected prior to detailed design decisions being made since the streetscape <br />contributes significantly to the branding and character for the entire site. <br /> <br />Staff requests direction from the City Council on: <br />1. Has the master planning process been satisfactorily completed? <br />2.
