Page 6 of 21 In November 2012, the City of Arden Hills and Ramsey County entered into a Joint Powers Agreement which establishes a framework for collaboration between the City and County. The JPA requires the City to prepare an AUAR and Master Plan within 18 to 24 months. The Master Plan must be approved by both the City and the County and will be implemented by the Joint Development Authority (JDA) which is a governing entity created by the JPA. Of the five members of the JPA board, two will be County Commissioners and two will be City Councilmembers. The Chair of the board will be an Arden Hills resident appointed by the City Council. The JPA requires that the County construct a spine road connecting Highway 96 and Highway Avenue at I-35W, which will provide the only two access points to the site. The City will be responsible for serving the site with trunk utilities. The City and County will cooperate on construction of any necessary regional stormwater ponding. The City will be reimbursed for its infrastructure expenditures through special assessments to developers and/or property owners. The JDA will implement a developer Request for Proposals (RFP) process to facilitate site development. The JDA will review and approve development proposals. The City will assign staff to oversee the JDA development review process. E. Existing Planning and Other Documents.
