Page 7 of 21 <br /> <br />Task 1.1. Requirements and Timelines. Advise the City Council and City staff of AUAR <br />requirements and timelines. <br /> <br />Task 1.2 Draft AUAR and Mitigation Plan. Develop a draft AUAR and mitigation plan <br />meeting requirements of MN Rules 4410.3610 and applicable Minnesota Environmental Quality <br />Board (EQB) guidance documents relative to AUAR preparation. In preparing the draft <br />document, the Consultant Team will be expected to actively solicit input from, and work closely <br />with, those state agencies with oversight of any plan element. <br />• Distribute the draft AUAR and mitigation plan, and issue appropriate press releases, and <br />notices in accordance with MN Rules 4410.1500. <br />• Prepare responses to all timely and substantive comments received during the draft <br />review comment period. <br /> <br />Task 1.3 Revised AUAR and Mitigation Plan. Prepare a revised AUAR document and <br />mitigation plan based upon comments received during the draft comment period. <br />• Distribute revised AUAR and mitigation plan, and issue appropriate press releases and <br />notices in accordance with MN Rules 4410.1500. <br />• Assist the City in resolving any objections which may be filed against the revised AUAR <br />and mitigation plan, or in preparing additional revisions which may be required by <br />governmental agencies or the EQB. <br />• Present revised AUAR and mitigation plan to the Ramsey County Board for review. <br />• Present revised AUAR and mitigation plan to the Arden Hills City Council for adoption. <br /> <br />Task 1.4 Distribution of Decision. Distribute the City Council’s decision in accordance with <br />MN Rules 4410.3610, subpart 5E. <br /> <br /> <br />Task 2.0 Master Plan. The Master Plan will include seven components as defined below. <br /> <br />Task 2.1 Public Engagement Process. Prior to beginning work on the Master Plan, a public <br />engagement process will be defined. The Consultant Team shall develop a preliminary public <br />engagement process that will be presented to the City for input and approval. Public <br />engagement activities will occur throughout the master planning process and will be correlated <br />to significant decision points. The public engagement process will include: <br />• Interactive participation by stakeholders (see section V. Roles and Expectations) <br />• Community outreach and communication; and <br />• Input from the development community. <br /> <br />Task 2.1 Deliverables. <br />1. Identification of components of the Master Plan for which the public can provide <br />meaningful input. <br />2. Following consultation with the City Council, establishment of a round table committee <br />comprised of City residents and members of the development community. <br />3. Schedule of public engagement events aligned to significant decision points. <br /> <br />Task 2.2 Environmental Conditions Component.
