TCAAP AUAR, Master Plan, and Regulations & Policies
7
TCAAP AUAR, Master Plan, and Regulations & Policies
8
E. Scope and Schedule of Work
The Kimley-Horn team has prepared a detailed work plan (with scope and hours included) and schedule. The work plan and schedule work in concert with
each other as project management tools to plan for and monitor project progress. The work plan lists project phases, tasks, scope, and project deliverables.
The schedule outlines the timing of effort and task completion dates, highlighting the interdependency of tasks amongst the three phases of the project.
Work Task 1 Kimley-Horn and Associates, Inc.Cuningham Group Architecture Gateway Planning Group Total
Task Description
QA
/
Q
C
Pr
o
j
e
c
t

M
a
n
a
g
e
r
Se
n
i
o
r

E
n
g
i
n
e
e
r
/
Pl
a
n
n
e
r
En
g
i
n
e
e
r
/
Pl
a
n
n
e
r
An
a
l
y
s
t
/
Te
c
h
n
i
c
i
a
n
Se
n
i
o
r

P
l
a
n
n
e
r
/
Ur
b
a
n

D
e
s
i
g
n
e
r
Pl
a
n
n
e
r
/
Ur
b
a
n

D
e
s
i
g
n
e
r
Te
c
h
n
i
c
i
a
n
/
Gr
a
p
h
i
c
s
Pr
i
n
c
i
p
a
l
Se
n
i
o
r

P
l
a
n
n
e
r
Pl
a
n
n
e
r
AUAR 12 22 120 300 388 0 0 0 0 0 0 842
Requirements and Timelines
Kimley-Horn will develop a milestone schedule and provide four updates.
Kick-Off and Confi rmation of Development Scenarios – 1 month
Review Existing Studies and Data Analysis – 2 months
Compilation of Data and Preparation of Draft AUAR and Mitigation Plan – 3 months
Public Review and Comment – 1 month
Finalize AUAR and Mitigation Plan – 1 month
Council Adopt Final AUAR and Mitigation Plan – 2 weeks to 1 month
A period of 15 days following the distribution of the Final AUAR is required before the City Council adopts the Final AUAR and Mitigation Plan.
Following the project kick-off, we anticipate that it will take approximately 9 months to navigate the AUAR process assuming the development
scenarios have been identifi ed.
2 2 0 12 8 0 0 0 0 0 0 24
Draft AUAR and Mitigation Plan
The AUAR process requires the City to prepare and issue an order for the preparation of an AUAR. This order must include a defi nition of the study
area boundary and the alternatives to be evaluated. Up to 2 overall development scenarios will be included in the AUAR analysis, including a
Comprehensive Plan/Maximum Build Scenario and a Modifi ed Development Scenario.
Kimley-Horn will document both scenario descriptions based on the input gathered from the City and County (one meeting). We will provide a
description of these two alternatives to City staff for presentation to the City Council, as part of the meeting to formally “order” the preparation of
the AUAR document.
To establish existing conditions and begin the assessment of impacts, Kimley-Horn will gather the data needed for analysis. This would include
review of previous documentation completed for the site, correspondence with appropriate agencies regarding availability of data, and
expectations and methodologies needed to evaluate impacts for the two scenarios defi ned in Task 1.1.
The key technical issues expected to be evaluated for this project includes traffi c, stormwater (volume and quality), and infrastructure capacity
(sanitary and water). To complete the analysis of these and other issues areas as required by the EQB, Kimley-Horn will use existing analysis and
data to the extent possible.
Once impacts are identifi ed, Kimley-Horn will work with the City to identify mitigation measures. Mitigation would include clearly stated actions by
the City, County, or other parties that would provide a means to avoid, minimize, or compensate for the identifi ed impacts. Kimley-Horn will:
Prepare a draft mitigation plan, to include statement of potential impacts, mitigation strategies, responsible parties, required time for completion,
and range of mitigation costs if needed
Correspondence with the City and County will be required to discuss mitigation options, and which options are feasible and should be required.
Once the Draft AUAR and Mitigation Plan is published and the public review period is completed, Kimley-Horn will work with the City to provide
responses to substantive comments received. A meeting with the City will be coordinated to facilitate development of appropriate responses.
8 4 70 240 284 0 0 0 0 0 0 606
Revised AUAR and Mitigation Plan
To complete the Final AUAR and Mitigation Plan, Kimley-Horn will:
Revise and edit the Draft AUAR and Mitigation Plan per comments received. We assume no new analysis will be required to address comments
Assimilate the revised AUAR and mitigation plan, comment responses, and comment letters into one comprehensive and cohesive document
that meets state requirements
Review the draft with City and City’s legal council, if required, and make edits as needed
Distribute copies of the fi nal document
Present fi ndings to City Council along with a request to adopt the Final AUAR and Mitigation Plan (assuming no agency objections). This scope
does not include efforts to address an agency objection. If an objection is raised, the scope of objection would be considered and a scope
amendment proposed.
2 2 24 24 84 0 0 0 0 0 0 136
