City of Arden Hills Personnel Policy Effective February 29,2016 <br />STATEMENT OF POLICY <br />The policies contained in this handbook should not be construed as contract terms for City <br />Employees. Nothing in this handbook, or in other City policies which may be <br />communicated to the employee, constitutes a contract of employment for any city <br />employee. <br />Any term and condition of employment shall remain solely within the discretion of the <br />City to modify, establish, or eliminate. The City of Arden Hills retains the full and <br />unrestricted right to operate and manage all personnel, facilities, and equipment; to <br />establish functions and programs; to set and amend budgets; to determine the utilization <br />of technology; to establish and modify the organizational structure; to select, direct, and <br />determine the number of personnel; to establish work schedules, and to perform any <br />inherent managerial function not specifically limited by current collective bargaining <br />agreements, these regulations, and City Council resolutions. These policies supersede all <br />previous personnel policies. Nothing in these policies is intended to modify or supersede <br />any applicable provision of State of Federal law. <br />1
