EXISTING STREET CONDITIONS

I '
I ,
,
'

'
,
'
The project areas include developed single-family and multi-fatnily/townhouse properties, along
with some City-owned parcels. With the exception of Amble Road, all of the strts are
delineated with concrete curb and gutter and range from 24 to 34 feet wide, with a small section
of Wyncrest Court measuring 43 feet wide. Many of the residential streets are cul-de-sacs, atid
therefore carry low volumes of traffic.
Arden Hills' pavement management system utilizes a Pavement Condition Index (PCI) ritin cf
0 to 100 where street ratings are classified in three categories: "adequate" (66-100), "ma1•ginal"'
(31-65), and "problem" (0-30). Ratings are based on observations of each of the tr;t'a
pavement surface. Generally, the three categories correspond to a level of most cost kfc;tiv
improvement as follows: (0-30) pavement reconstruction, (31-65) bituminous overlay ar relaim,
and (66-100) sealcoat andlar crack sealing. This rating system assists in prioritizing raaGivvy
improvements and projecting costs for use in the City's pavement management and capital
improvement plans.
In 2008, GoodPointe Technology rated the City's streets and entered the PCI values into
GoodPoint's pavement management software. From the software, PCI categories an ae
projected for 2011 based on the observed sreet condition and anticipated deterioratiori cf ach
road. The 2008 PCI values and the projected 2011 PCI categories are listed below.
2008 PCI 2008 Projected 20ll
Street Value Cate o Cate o
Amble Road 62 Marginal Marginal
Arden View Court 60 Marginal Marginal
Arden View Drive 53 Marginal Problem
Arden View Drive Ent/Exit 55-62 Marginal Problem/Marginal
Colleen Court 77 Adequate Adequate
Dellwood Street 79 Adequate Marginal
Janet Court 72 Adequate Marginal
Nursery Hill Court 67 Adequate Marginal
Nursery Hill Lane 59-79 Marginal/Adequate Marginal
Wyncrest Court 48-66 Marginal/Adequate Problem/Marginal
--- -
Wyncrest Lane 69 Adequate Marginal I
Wynridge Drive 65 Marginal Marginal __
Actual levels of street improvements are determined by obtaining soil borings ani a
comprehensive geotechnical evaluation report. Soil borings have been obtained and are incuded
in the appendix of this report. City staff has reviewed the soil boring results and have vr_Ieci
that the recommended improvements as described are appropriate.
