Motion to adopt Resolution 2010-055 calling for a Public Hearing on November <br />29, 2010, regarding an issue of Revenue Bonds to be issued by the City of <br />Bloomington on behalf of one or more affiliates of Presbyterian Homes <br />Bloomington Care Center, Inc. <br />D. Motion to adopt Resolution 2010-056, a resolution calling for a public hearing by <br />the City Council on the proposed adoption of a modification to the development <br />program for Devetopment District No. 1 and the proposed adoption of the Tax <br />Increment Financing Plan for Tax Increment Financing District No. 4. <br />E. Motion to accept the third quarter financial reports as presented. <br />F. Motion to approve Ordinance 2010-011 Amending Chapter 2, Section 210.03, <br />Subd. 1 Regular Meetings and Chapter 2, 5ection 210.03, Subd. 3, Special <br />Meetings. <br />MOTION: Councilmember Grant moved and Councilmember McClun� seconded a <br />motion to approve the Consent Calendar as presented and to authorize <br />execution of all necessary documents contained therein. NEW BUSINESS <br />A. 2011 Pavement Management Program — Feasibility Study <br />Civil Engineer Kristine Giga stated at the August 30, 2010 meeting, the City Council approved <br />Resoiutian 2410-441 ordering the Feasibility Report for the 2011 Pavement Management Program <br />(PMP} project. This project includes the foliowing roads: Amble Road, Arden View Court, Arden <br />View Drive, Colleen Court, Dellwood Street, 3anet Court, Nursery Hill Lane, Nursery Hill Court, <br />Wyncrest Court, Wyncrest Lane, Wynridge Drive. She outlined the project repairs including the <br />water main repairs, sanitary sewer repairs, storm sewer and water quality improvements/ <br />modifications as well as the estirnated project costs. Staffhas corrzpleted the report and presenting <br />it to the Council as a draft. The project area has three types of properties; single-family homes, <br />tax-exempt properties, and multi-family/townhomes. The City's Assessment policy does not <br />address multi-family/townhome or R-3 dwellings. Additional direction is being requested <br />regarding the assessments of the multi-famiIyitownhouse (R-3) properties. Staff has included <br />• <br />
