ARDEN HILLS CITY COLTNCIL — October 25, 2010 8 � 8. A. Resolution 2010-052 Disapproving Municipal Consent for I-694/T�I51 Mn1DOT Improvement (continued) � Public Works Director Maurer stated this item outlined the City's request that any fill generated by the project be used to construct berms within the project area and "additional fll" is referencing any excess fill. The City is requesting this excess fill be used for berming west of the project area. Councilmember Grant stated the Council had talked about having a tra.il on both sides of Snelling Avenue. He asked why this request was not reflected in Item 8, Exhibit A. Public Works Director Maurer stated Staff had been out to the area and there does not appear to be enough width to accommodate this request. There is adequate width to provide for a trail on the west side. The proposed trail widths could be changed to reflect the smaller area but Staff had understood that the width of the bridge was expected to remain the same. Councilmember Holmes stated Item 4, Exhibit A, should also reference the traffic flows and modeling should take the railroad crossing into account. This crossing does cause delays in traffic because of trains coming through the area during high traffic times. MOTION: Mavor Harpstead moved and Councilmember Grant seconded a motion to amend Item 4, Exhibit A, the phrase "including the railroad crossin� on Lexington Avenue" be added at the end of the first sentence. The motion . carried unanimously (5-0). Councilmember Holmes clarified there would be a signal on County road F and Snelling Avenue and there would be no cost to the City for this signal. Public Works Director Maurer stated this was correct. The document references this signal as proposed at this time because it has not been constructed yet. Councilmember Holmes stated the proposed project impacts two major corporations in Arden Hills, Boston Scientific and Land O'Lakes. She asked if a condition could be added that these corporations be included in the negotiations. Public Works Director Maurer stated Staff has sent the proposed draft language to the cities of Shoreview and New Brighton. He stated this could also be sent to Boston Scientific and Land O'Lakes for comment. At this time Staff has not heard from either corporation. CounciImember Grant requested Mounds View also be included in receiving a copy af the resolution. Councilmember Holden stated in the past Mn/DOT has achieved significant cost savings by lessening project improvements through Arden Hills and this "cheapening" has been on the backs of Arden Hills residents. �
