• � EN HILLS MEMORANDUM DATE: 3anuary 10, 2011 TO: Honorable Mayor and City Councilmembers Patrick Klaers, City Administrator FROM: Matt Woadruff, Civil Engineer SUBJECT: Resolution 2011-003: Awarding Bid for the Indian Oaks Court Pond Maintenance Project Background/ Discussion At the November 15, 2010, Council worksession, City staff presented and discussed the Indian Oaks Court storm water pond maintenance project. The proposed pond maintenance will be completed in three phases, each with separate construction contracts: dredging pond sediments, . shoreline restoration and landscaping, and replacement of the pond's outlet pipe. At the worksession, the City Council directed staff ta proceed with the proposed project by soliciting quotes from contractors for the first phase of the project, dredging pond sediments. Quotes will be solicited for the shoreline restoration and outlet pipe replacement partions in the spring of 2011. Plans and specifications were completed for the first phase, and the City solicited quotes during December and early Sanuary. Six quotes were received and opened on January 5, 201 l. Based on the quotes received, staff recommends awarding the project. Based on past practice, the City Council has awarded the contract to the lowest responsible bidder. In the case of the Indian Oaks Court Pond Maintenance Project, the lowest responsible bidder is Belair Excavating of New Brighton, Minnesota. Financial ImpIications Construction: The City received six quotes far the pond dredging project. The lowest quote submitted by Belair Excavating of $18,713.00, is within the budgeted amount estimated for this phase of the project.
