City of Arden Hills Personnel Policy Effective February 29,2016 <br />3. In the interest of considering the budgetary impact of providing <br />reimbursement for educational advancement, consideration must be given <br />to whether or not comparable course work or advanced degrees might be <br />achieved at a less expensive institution than that being requested by the <br />employee. At the time of pre-approving reimbursable course work, the <br />supervisor will consider this issue. If, in the supervisor's determination, a <br />comparable education could be achieved at a less expensive institution (cost <br />per credit hour or program class), the reimbursement rate shall be <br />established at the lower rate. An employee shall always have the option of <br />attending the more expensive training program, but will be responsible for <br />the marginal cost involved above the lower reimbursement rate. <br />4. Employees interested in pursuing advanced education should notify their <br />supervisor as much in advance as practical so that appropriate budgeting <br />considerations may be made. Reimbursement are not guaranteed if budget <br />dollars are not available. <br />5. Reimbursement will be made for tuition, lab fees, direct costs of <br />participating in the course. Specifically not included, however, are books, <br />student union or association fees, qualifying tests (e.g., GRE) or other <br />preparatory fees, mileage and parking fees. Reimbursement will not be made <br />for CLEP fees or similar "test out" fees. <br />6. Approved course work shall be taken outside normal working hours. <br />Except where attendance is requested by the city, employees shall not <br />receive any salary compensation while attending classes. <br />7. In undergraduate and graduate level college courses, a grade of "B" or "80" <br />or an equivalent, if grades or a 100 percent scale are not applicable) or <br />better is required. In courses or instruction not issuing a grade, certification <br />from the vendor/sponsor or the instructor of satisfactory completion is <br />required. Failure to achieve the grade levels stated above will result in the <br />City denying reimbursement. Employees shall be expected to submit <br />documentation of the grade received. <br />8. Reimbursement will be made upon proof of satisfactory completion as <br />detailed above. <br />9. Employees receiving reimbursement must remain employed by the City for <br />a period of one (1) year following reimbursement or are required to repay <br />the City for any tuition that was reimbursed. <br />68
