RAMSEY COUNTY PARKS AND RECREATION COMMISSION <br /> MINUTES <br /> February 8, 2005 <br /> RAMSEY COUNTY PARKS AND RECREATION DEPARTMENT <br /> 2015 NORTH VAN DYKE STREET <br /> MAPLEWOOD, MN 55109 <br /> Main Floor Conference Room <br /> The regular meeting of the Ramsey County Parks and Recreation Commission was called to order at <br /> 6:08 p.m., at the Ramsey County Parks and Recreation Department, 2015 North Van Dyke Street, <br /> Maplewood, Minnesota. <br /> Members Present: Deb Falkowski, Gale Pederson, Richard Straumann and JoAnne Van Guilder <br /> Members Absent: Mohammed Ali, Michele Hanson, Terry Huntrods, Phil Jenni and Jonathon Kusa <br /> Staff Present: Greg Mack, Larry Holmberg, Jody Yungers and Cheryl Johnson <br /> APPROVAL OF AGENDA <br /> Vice-Chair Straumann asked for a motion to approve the agenda. Ms. Falkowski moved, seconded by <br /> Ms. Van Guilder, that the agenda be approved. Motion carried. <br /> APPROVAL OF MINUTES <br /> Vice-Chair Straumann asked for a motion to approve the minutes of the January 11, 2005 meeting. Ms. <br /> Pederson moved, seconded by Ms. Falkowski, that the minutes of the January 11, 2005 meeting <br /> be approved as mailed. Motion carried. <br /> RAMSEY COUNTY PARKS AND RECREATION CAPITAL IMPROVEMENT PROGRAM (2006- <br /> 2011 <br /> Mr. Mack distributed copies of the Capital Improvement Program, 6-year Summary Report (2006-2011), <br /> for the Parks and Recreation Department. He explained that the department's request is part of a <br /> county-wide Capital Improvement Program, which is evaluated by a 14-member citizen committee, <br /> known as the Capital Improvement Program Advisory Committee (CIPAC), and staff appointed by the <br /> County Manager. Each of the projects is ranked. Based on the total amount of funding available, projects <br /> proposed for funding in the coming year are presented to the County Board during the annual budget <br /> review cycle. <br /> Mr. Mack discussed each of the projects identified in the department's Capital Improvement Program <br /> request. He noted that the majority of the projects are for rehabilitation of existing facilities. Most of the <br /> projects rely on county funding; however, some projects, such as the regional park and trail development <br /> projects, are funded by the state of Minnesota and the Metropolitan Council. <br /> Following discussion of the various elements of the Capital Improvement Program, Ms. Pederson <br /> . moved, seconded by Ms. Falkowski, that the Commission recommend approval of the 2006-2011 <br /> Capital Improvement Program for the Parks and Recreation Department as presented. Motion <br /> carried. <br />
