• Early Childhood Family Education (ECFE) —Tamarack Nature Center (TNC) will be a <br /> nature-oriented site for the ECFE program offered by the White Bear Community <br /> Education (WBCE). Educational staff will be provided by WBCE. TNC will provide a <br /> naturalist and will be reimbursed from program fees. The ECFE program provides <br /> opportunities for families with children to learn various fundamental skills from activities. <br /> TNC will retrofit the old classroom into a designated pre-K nature classroom to <br /> accommodate the ECFE program and other preschool programs. WBCE has offered a <br /> $5,000 grant to help fund the retrofit cost. The balance of the project will be funded with <br /> regional park funds. <br /> Copies of Tamarack Nature Center's "Summer Camp Adventures"for 2005 were distributed. <br /> SYSTEM PLAN UPDATE <br /> Mr. Mack said the Ramsey County Home Rule Charter, which became effective November 6, <br /> 1992, requires that the county develop strategic plans for delivery of services in coordination <br /> with other units of government. The system plan is primarily a land-use plan for parks, trails and <br /> open space. The department's last system plan was approved by the County Board on June 18, <br /> 1996. The maps in the current plan do not include proposed land use, they simply reflect current <br /> conditions. A Request for Proposals for maps for the system plan update will be issued next <br /> week. The current system plan does not include any future system additions. Commission <br /> members were asked to review the current plan prior to the June 14 meeting and mark-up the <br /> • draft with comments and/or suggestions. <br /> DIRECTOR'S REPORT <br /> Mr. Mack reported on the following: <br /> • April 30 nature hike at the Twin Cities Army Ammunition Plant (TCAAP); <br /> • Legislation affecting the department; <br /> • National Park Service transfer of TCAAP railroad spur property to Ramsey County; and <br /> • The bid opening for Lake Josephine County Park redevelopment is scheduled for May <br /> 11.
