-A <br /> -�RzEN HiLLS <br /> MEMORANDUM <br /> DATE: March 21,2006 <br /> TO: Michelle Olson,Recreation Program Supervisor <br /> FROM: Dave Scherbel,Building Official <br /> SUBJECT: City warming houses <br /> CC: Tom Moore, Operations&Maintenance Director <br /> Request <br /> Staff was requested to do a visual inspection of the structural and building aspects of the <br /> warming house at Freeway and Hazelnut Park. <br /> Observation <br /> At Freeway Park the following observations were made. <br /> • No structural issues were observed. Roof and floor systems could not adequately be <br /> inspected due to ceiling and floor coverings. Recommend reinspection of roof after <br /> ceiling covering is removed. <br /> • Noticed strong smell of what appeared to be a by product of rodent waste. This was <br /> apparent from the ceiling damage/staining that many rodents were living in the attic <br /> space. Rodent holes also appeared in the outside wall bottom plates allowing the rodents <br /> to enter the building from the floor area. Also noticed significant damage of the soffit and <br /> fascia which allows rodents to access the attic space. <br /> • Roofing could not be adequately assessed due to the snow on the roof. Jim Perron stated <br /> that the roof needed to be replaced. <br /> -*.t At a minimum the following repairs are required. <br /> • Replace roofing, soffit and fascia. <br /> • Remove ceiling material, and insulation. Reinspect roof for further damage. <br /> • Remove all rotted wood and replace. <br /> • Spray entire attic area with a sealant to help remove odors and contaminants. <br /> • Replace insulation, and ceiling material. <br /> • Block/seal rodent penetration holes through floor and at the exterior grade level. <br />
