--- - - - - - - - - - - - - - - - - - ---- -- - <br /> Education—Teaching children about the broad range of transportation choices, instructing them in <br /> important lifelong bicycling and walking safety skills, and launching driver safety campaigns in the <br /> vicinity of schools. <br /> Enforcement—Partnering with local law enforcement to ensure traffic laws are obeyed in the vicinity <br /> of schools(this includes enforcement of speeds,yielding to pedestrians in crossings , and proper <br /> walking and bicycling behaviors), and initiating community enforcement such as crossing guard <br /> programs. <br /> Encouragement—Using events and activities to promote walking and bicycling. <br /> Evaluation—Monitoring and documenting outcomes and trends through the collection of data, <br /> including the collection of data before and after the intervention(s). <br /> Project proposals will be evaluated on their ability to meet the requirements of the five E's. <br /> Regulatory Requirements <br /> Selected projects are required to comply with a variety of Federal and State requirements to be able <br /> to proceed- Below is a listing of key requirements that will be the responsibility of the applicant. Full <br /> descriptions of the requirements can be found in Appendix A. <br /> • Compliance with the National Environmental Policy Act (NEPA). In many cases SRTS <br /> projects will be eligible for Categorical Exclusion. A brief explanation of the NEPA requirement <br /> and a listing of projects that typically qualify as Categorical Exclusions can be found in <br /> Appendix(A). All documentation is the responsibility of the applicant- <br /> • Securing all of the necessary local approvals and permits. <br /> • Projects awarded must be amended into the State Transportation Improvement Plan (STIP), <br /> Area Transportation Improvement Plans (ATIP) and local Transportation Improvement Plans <br /> (TIP), in metropolitan areas <br /> • All infrastructure projects are required to follow the design and traffic signing requirements <br /> used by Mn/DOT and the State Aid OffiGe- <br /> • Compliance with Americans with Disabilities Act(ADA) includes all infrastructure requirements <br /> and making materials available in alternative formats. <br /> • Communities applying for infrastructure funding will need to demonstrate the ability to maintain <br /> the improvement. <br /> Project Selection <br /> All projects proposed for this solicitation will be evaluated and selected by MnIDOT. <br /> Minnesota Safe Routes to School <br /> 2006 Grant Application <br />
