He stated this would <br /> be a lengthy, time consuming process and would require a substantial amount of City staff time to <br /> coordinate public meetings, prepare minutes, and report back to the licensees and members of the <br /> community. <br /> City Attorney Jamnik indicated that all licensed haulers in the city must be invited to solicit <br /> input regarding the process. He noted typically these were not comfortable meetings and could be <br /> highly competitive. <br /> City Attorney Jamnik also stated prior to implementation of organized collection, one possibility <br /> was that members of the community would form an organized collection taskforce to oversee the <br /> process and recommend a viable proposal to the City. If the recommendation was for one, single <br /> trash hauler, an RFP would be required followed by review of the proposals, negotiations and <br /> finalization of a contract. He stated this process could take the rest of 2016 if an aggressive <br /> schedule was followed. <br /> Mayor Grant asked if City Attorney Jamnik was aware of another city that had formed organized <br /> collection for an area that was undeveloped. <br /> City Attorney Jamnik stated he was not aware of such and that typically cities have integrated <br /> organized collection into their existing system. <br /> Mayor Grant stated he wanted to be clear that the existing service in Arden Hills, including <br /> Arden Manor, was not changing and that the proposal for organized collection solely pertained to <br /> future development of the TCAAP redevelopment area. <br /> Councilmember Holden asked how newly reconstructed roads were affected by the weight of <br /> repetitive traffic as a result of multiple trash haulers. <br /> Acting Public Works Director Anderson stated that every trip over a road by a truck creates <br /> cumulative damage on a road. <br /> City Attorney Jamnik cautioned that the City should not prejudge the outcome in this process. <br /> He suggested allowing the licensed haulers to submit suggestions about how best to organize <br /> collection and the City would then review the proposals. He noted there can be one, single hauler <br /> for the entire area or a consortium of haulers, each with their own designated area and day. <br /> The Council was in agreement that organized collection would be limited to the TCAAP <br /> development area. <br /> Councilmembers Holden and Wicklund asked about staff time and typical costs associated with <br /> the process. <br /> City Attorney Jamnik stated that he would provide information to the Council in the future <br /> regarding staff time and costs but noted legal fees could be estimated at approximately $5,000 for <br /> ordinance and contract drafting, but City staff time was hard to estimate because it was not known <br /> how many meetings the process would entail or what the waiting period agreed upon would be. <br />
