The bridge over Highway 51 on County Road E does not allow any pedestrian <br />movements and is dangerous for bicycles. An addition of a pedestrian facility <br />will enable residents to access Tony Schmidt Lake Johanna County Park more <br />easily. <br />4. A connection between Royal Hills Park and the Round Lake area is planned <br />over Highway 10, north of Interstate 694. <br />5. At the intersection of Highways 10 and 96, a safe pedestrian crossing is <br />needed, and will be incorporated into construction plans. <br />6. Ramsey County intends to widen the railroad underpass connecting the <br />southern and northern portions of Tony Schmidt Park. <br />7. The railroad underpass at New Brighton Road needs to be widened for safe <br />pedestrian use. <br />8. The railroad underpass on Old Highway 10/Snelling Avenue needs to be <br />widened for safe pedestrian use. <br />Specific trail design will depend upon such factors as right-of-way, shoulder, type <br />of use and other local circumstances. <br />TCAAP Area. Trails will connect residential neighborhoods, parks, the Civic <br />Center area and the Park Preserve area in the TCAAP area. Ramsey County <br />intends to install a trail along both sides of Rice Creek in the County Park. A rail <br />spur from Mounds View into the TCAAP area is no longer used, and will be a <br />pedestrian connection into the TCAAP area. This rail line crosses I-35W and <br />Highway 10 approximately 1/2 mile north of Highway 96. <br />V. IMPLEMENTATION <br />Capital Improvements Planning and Budgeting <br />Each year the City prepares a five-year Capital Improvements Plan (CIP) and a <br />budget.
