Ci <br />0 <br />For park facilities and equipment replacement, the CIP sets forth needs for the <br />next 5 years. Equipment replacement is prioritized according to wear, age, <br />condition and other factors. Priorities within the CIP and budgeting process are <br />often shuffled, due to changing or unforeseen circumstances. <br />Priorities <br />Table 5.2 sets forth priorities for trails labeled A, B and C, with A being the <br />highest priority. This list of priorities will be utilized in the Capital <br />Improvements Plan and budgeting processes. With these priorities laid out, the <br />City will make spending detenninations on an annual basis, and plan appropriate <br />trail improvements to be coordinated with road upgrade projects. Priorities will <br />be re-evaluated annually and will likely change with varying circumstances. The <br />City will work closely with Ramsey County to plan for construction of trails in <br />conjunction with County Road projects. <br />Trail easements in areas identified may be acquired when land is developed. In <br />developed areas, trail easements or land can be acquired as redevelopment occurs <br />and as opportunities arise, e.g. abandoned railroad right-of-way or in utility <br />rights -of -way or road reconstruction. <br />No new neighborhood parks are planned outside of the TCAAP area. Within the <br />TCAAP area, parks and trails will be constructed as development occurs. <br />Appendix C shows the Play Structure Replacement Schedule, the Trail <br />Maintenance and Resurfacing Schedule, and the Court Resurfacing Schedule. <br />These schedules provide the City with the opportunity to plan for long range <br />maintenance and are intended to replace or improve facilities and equipment in a <br />timely manner. <br />City of Arden Hills Comprehensive Plan - 1998 <br />Parks and Trails <br />Page 48 <br />
