Parks and Recreation Committee <br />Tuesday, October 26, 1999 <br />7:00 p.m. - Arden Hills City Hall <br />Call to Order and Roll Call. <br />Chairman Don Messerly called the meeting to order at 7:00 p.m. Present were Committee <br />members Jim Johnson, Rich Straumann, Dorothy McClung, Pat Krenn, Jim Crassweller, Don Tix, <br />Steve Z#lmer; Parks and Recreation Director Tom Moore, and Program Supervisor Michelle <br />Olson. Council liaison Lois Rem arrived at 7:20p. <br />2. Approve September 28, 1999, Minutes. <br />Corrections to names of Jim Crassweller and Steven Zolmer were noted in paragraphs 1 and 4. <br />The minutes were approved as corrected. <br />Council Report. <br />Postponed pending arrival of Lois Rem. <br />4. Updates. <br />a. <br />Arden Manor Park: Tom Moore reported grading was done, shelter will be installed in 5 <br />weeks, play structure will be installed in spring 2000. <br />b. <br />The 10/16/99 Tour of the Parks Survey Results: The committee reviewed the report, noting <br />most comments were made concerning Ingerson. Suggestions included "leave as is" and <br />maintain as a wild flower, natural area with sliding hills in winter, instead of trying to put in a <br />• <br />soccer field. <br />c. <br />Park Directional Sign Dimensions: Tom will bring in a sample sign. <br />d. <br />Fair Isaac Center/Cummings Park Sign Review: The proposed signage was reviewed. <br />e. <br />Scholarship Fund: Tom brought in material from Hopkins/Minnetonka. The fund would be for <br />Arden Hills residents only. A vendor has been approached about putting up $5,000 seed <br />money from which the fund would spend interest only— and Tom noted that annual <br />contributions by program registrants often matched the interest withdrawn as well. <br />f <br />Resident/Non-resident Breakdown of 1999 Youth Soccer: Michelle Olson presented numbers <br />showing that approximately 70% of our registrants are residents. The committee voted on <br />charging non-residents an additional $5; the vote split with 5 in favor, 2 opposed. <br />g. <br />Letter to Megan Ricke: Tom Moore shared a letter written by Interim City Administrator <br />Terry Post congratulating Megan on her professional recognition as a "Super Lawyer." <br />Recreation Program Update. <br />Michelle went through the list of fall programs canceled, successful, and pending, noting that in <br />some cases suitable instructors had been unavailable. Several successful classes were offered in <br />multiple sections, and some pending classes were nearly full already. She is compiling data to <br />track registration numbers, evaluations, etc. <br />6. Park Updates. <br />Tom presented a professional study done on New Brighton parks and suggested Arden Hills might <br />benefit from a similar survey. Several committee members noted that the city had done similar <br />work in the past. Since the records were not at city hall, Don Messerly volunteered to search his <br />• own files and contact previous committee members for copies of similar materials they may have. <br />7. Set November Meeting Agenda. <br />The meeting is scheduled for November 23. Issues to be discussed will include priorities for <br />
