L-1 <br />Ll <br />CITY OF ARDEN HILLS <br />MEMORANDUM <br />DATE: December 29,1998 <br />TO: <br />WR <br />Parks and Recreation Commission <br />Brian Fritsinger, City <br />Administrat r / <br />SUBJECT: Bethel College/Arden Hills Park Development <br />Background <br />At its December 1, 1998 meeting, the Parks and Recreation Commission was presented with a <br />concept plan for the development of a joint parks project with Bethel College. At this meeting, <br />the Commission reviewed the concept, received public comment and directed staff to further <br />investigate several issues. <br />The four (4) issues that the Commission requested additional information on were: <br />1. What are the detailed programming needs? Time of Year? What usage will the <br />City receive from the park? <br />2. What are the potential costs to the City for the project? <br />3. How will the wetland/drainage issues be addressed? <br />4. What is the appraised value of Bethel's property? <br />On December 15, 1998, staff met with Bethel College representatives to further explore these <br />points and several other items. <br />What are the Programming Needs of Bethel? <br />A summary broken down by areas of usage follows: <br />1. Soccer(Men's and Women's.) <br />Mid -August — First week of November <br />Monday through Friday, 4:00 - 6:00 p.m. <br />Saturday games, 1:00 - 3:00 p.m. <br />2. Softball <br />March — Third week of May <br />Monday through Friday, 4:00 - 6:00 p.m. <br />Saturday games (6 - 8 total), 1:00 - 5:00 p.m. <br />3. Tennis <br />March — Mid -May <br />Monday through Friday, 3:30 - dark <br />Saturday matches, times vary, 3 - 4 hours <br />
