• <br />MINUTES <br />CITY OF ARDEN HILLS, MINNESOTA <br />PARKS AND RECREATION COMMISSION <br />TUESDAY, JANUARY 26, 1999 <br />7:00 P.M. <br />1. Call to Order <br />Chair Lynette Kreidler called meeting to order at 7:02 p.m. <br />Roll Call <br />Present were Lynette Kreidler, Anita Larson, Megan Ricke, Rich Straumann, Jim <br />Johnson, Don Messerly, Dorothy McClung, Lois Rem, Tracy Petersen and Brian <br />Fritsinger. <br />Absent was Lou Speggen. <br />2. Approve Minutes <br />Minutes from January 7, 1999, were approved by Dorothy McClung and seconded by <br />Rich Straumann. The minutes were passed unanimously. <br />3. Council Report <br />Councilmember Rem reported that the City, through its EDA, is looking to acquire the <br />railroad bridge over 35W. The City is also in the process of getting an appraisal and an <br />• environmental study completed on the area. <br />The City Council approved proceeding with the preparation of the plans and <br />specifications for the County Road F Trail Grant. The state is currently looking at <br />redesigning the Hamline Avenue/County Road F intersection. The City will attempt to <br />look at the location of the crosswalk and trail in light of the changes that may occur at <br />this intersection. City staff is still investigating as to whether the trail on County Road F <br />should go on the north or south side of the road. <br />4. Arden Manor Park Improvement <br />Mr. Fritsinger distributed a copy of the park concept plan that was prepared by BRW. <br />The initial intent of the improvements were to move the basketball court and playground <br />structure closer to the office building. After looking at the plan, the Commission asked <br />for a price breakdown on a half vs. full basketball court. They also indicated that they <br />would like a larger playground area than was proposed. Mr. Fritsinger noted that the <br />drainage ditch to the right of the court would be more defined and that the drainage would <br />flow directly into the outlet pipe. The proposed drainage plan would substantially <br />improve drainage issues at the park. Brian also noted that there is a possibility of using <br />some excess dirt for buildup in the park. <br />Mr. Fritsinger indicated that the entire proposed plan is estimated to be $142,000. He had <br />estimated $25,000 for the hard court area and $23,000 for the playground structure. The <br />• commission members indicated that they would like to make some improvements to the <br />
