ARDEN HILLS PARKS, TRAILS & RECREATION COMMITTEE 2 <br /> r ' <br /> • Council addressed the speed limit on old Snelling in light of the new sporting complex <br /> being built at Bethel. Council asked Ramsey County to do a speed study hoping to lower <br /> the speed limit and to standardize the speed along the entire stretch of roadway. Ramsey <br /> County agreed to standardize the speed limit at 45 m.p.h. but did not lower it as Council <br /> had requested. <br /> Committee Member Crassweller explained to Council Liaison Larson the issue for a trail <br /> along the front of his townhouse complex to keep pedestrian traffic off of County Road <br /> E2. <br /> FLOWER GARDEN LOCATIONS <br /> Mr. Moore provided information to the Committee concerning the location of flower <br /> gardens within the City not being located on property owned by the City. <br /> Mr. Moore reported he has discovered the flower gardens within the City are located on <br /> property that is not owned by the City and, as such, is recommending the City not <br /> enhance those flower gardens as previously planned. <br /> MOTION: Committee Member Crassweller moved and Committee Member <br /> Zilmer seconded the motion to direct Staff to maintain the flower <br /> • program as in previous years. The motion carried unanimously. <br /> Committee Member Crassweller asked Mr. Moore to consult with the long-term planner <br /> to determine whether flower gardens should be located on park property. <br /> PARK AND RECREATION UPDATE <br /> Mr. Moore reported the ice rinks are going strong. There was an issue with the rink at <br /> Valentine Park reported to Staff by Committee Member Messerly which was <br /> immediately rectified. <br /> Committee Member Crassweller suggested rather than icing the path from the warming <br /> house to the rink next year providing a rubber mat on the path from the warming house to <br /> the rink. This would save the City time and money as it is difficult to ice the pathway <br /> due to the elevation difference. <br /> The City is considering purchasing a plow from Canada that clears trails and easily <br /> motivates over hilly terrain. The machine also has an adaptation that raises up side arms <br /> and clears brush away from the sides of the trails making the machine useable for both <br /> winter and summer maintenance. The City will field test this piece of equipment in the <br /> spring. <br /> • Mr. Moore reported Don Messerly's father passed away this morning and then passed <br /> around a sympathy card for Committee Members to sign. <br />
