The plan shall include at least one central community park of 20 acres <br />with the following features: <br /> <br />a) A water feature designed to hold standing water, which may also <br />be used for stormwater management at the discretion of the City. <br /> <br />b) At the ordinary water level of the water feature, it shall occupy at <br />least twenty-five (25%) percent of the total area of the park but shall <br />not exceed fifty (50%) percent of the total area of the park. <br /> <br />c) A continuous system of publicly accessible trails shall occupy the <br />perimeter of the park and water feature. <br /> <br />d) The park shall include a community gathering space such as a <br />plaza, courtyard, band shell, or other similar amenity. <br /> <br />e) At least twenty-five (25%) percent of the perimeter of the water <br />feature shall have a maintained shoreline that compliments or is <br />connected to the community gathering space. A maintained shoreline <br />may include manicured vegetation and/or an improved surface. The <br />remaining shoreline may include a natural vegetative buffer and/or <br />other natural materials. <br /> <br />2. The plan shall include at least four (4) additional parks of at least two <br />acres in size. <br /> <br />3. The parks shall be integrated into the development and connected <br />with trails and sidewalks. <br /> <br />4. Stormwater requirements, such as ponding and infiltration areas, shall <br />not count toward the park, recreation, pathway, and open space needs, <br />unless, at the sole discretion of the City, the area is incorporated as a <br />design feature of the park or open space and is available for public use. <br />The developer shall remain responsible for maintaining stormwater <br />facilities. <br /> <br />5. The parks shall provide amenities such as, but not limited to, picnic <br />shelters, play structures, benches, walking/bike paths, ball fields, tennis <br />courts, and basketball courts as approved by the City. <br /> <br />6. The plan shall dedicate land to complete a one hundred and fifty (150) <br />foot wide Ramsey County South Regional Trail corridor along the eastern <br />property line in any location where the trail corridor width is less than one <br />hundred and fifty (150) feet. <br /> <br />C. Dedication to the Public. The City reserves the right to require all or a <br />portion of the park, recreation, pathway, and open space system to be <br />dedicated to the public. The City may require all or a portion of the system to <br />be privately managed and maintained by a business improvement district,
