Motion to Adopt Resolution 2016-009 Appointing Steven and Eileen Scott to <br />Beyond the Yellow Ribbon <br /> <br />MOTION: Councilmember Holden moved and Councilmember Holmes seconded a <br />motion to approve the Consent Calendar as presented and to authorize <br />execution of all necessary documents contained therein. The motion carried <br />unanimously (4-0). <br /> <br />7. PULLED CONSENT ITEMS <br /> <br />None. <br /> <br />8. PUBLIC HEARINGS <br /> <br />A. TCAAP Development Discussion Opportunity for Residents <br /> <br />Mayor Grant stated that under the Public Hearing section, citizens have an opportunity to discuss <br />ideas regarding the TCAAP development. <br /> <br />Mayor Grant opened the public hearing at 7:41 p.m. <br /> <br />With no one coming forward to speak, Mayor Grant closed the public hearing at 7:42 p.m. <br /> <br />B. Resolution 2016-010 Adopting and Confirming Quarterly Special Assessments <br />for Delinquent Utilities <br /> <br />Interim City Administrator/Director of Finance and Administrative Services Iverson <br />explained that notices were sent to a list of utility accounts with a delinquent balance. Information <br />was compiled and notices dated November 12, 2015, were mailed. These customers were <br />informed of their delinquent status and were asked to make payment of the delinquent balance by <br />March 8, 2016. Utility accounts with an unpaid delinquent balance after March 8, 2016, will be <br />certified to Ramsey County to be added to property taxes payable in 2017. The certification <br />amount is equal to the unpaid delinquent balance plus an eight percent penalty. Staff requested <br />that the Council adopt a Resolution confirming the quarterly special assessments for delinquent <br />utilities. <br /> <br />Mayor Grant opened the public hearing at 7:42 p.m. <br />
